Is it possible for a brazillian to open a company for me and acquire a business permit for me ?

Hi, I would like to open a business in Brazil, but since I don't have the amounts necessary to invest in Brazil in order of getting a work permit I would like to know if it's possible for a local to open a company and then acquire the work visa for me via that company.
