Getting an export declaration from Brazil can be a very bureaucratic procedure. Learn in this article how to issue this document and what can happen if the provided documentation is not approved by the customhouse.

What is an export declaration?

An export declaration is basically a customs form completed and submitted by an exporter at the port where the export will occur. It is meant to serve two major purposes:

  • To provide information on amount, nature and value of exports to the statistical office for compilation of foreign trade data;
  • To serve as an export control document.

In some cases, it may also be necessary to attach an export license and/or a certificate of origin.

The export declaration is the primary document for exports customs clearance. At this stage, the export declaration receives a number that is automatic, unique, national and sequential. This number is restarted by Siscomex every year.

What an export declaration must contain?

An export declaration may approach the participation of several different departments of the same company. The document will be formulated by one of the departments that will point out that all members have participated in the elaboration of the document.

The export declaration must indicate:

  • The registration number of all goods being shipped;
  • Each department of the exporting company and its participation in the shipping;
  • Serial number of all invoices involved in the process;
  • The total amount of items, described according to type and labeling;
  • Gross and net weight of the good being shipped;
  • The amount for which the good will be sold and the trading currency indicated at the export registration;
  • The transportation being used;
  • If the shipping is fractioned;
  • If the shipping is a posteriori;
  • Identification of the transporting vehicle;
  • The number of the shipping request in a non-bonded location if the exports shipping is made in special location for customs clearance, what can be located at the very building where the exporter is located or in a specific address;
  • If requested, the CPF number of another mandatory also working on the shipping.

Export shipping: step by step

Registration of the declaration for exports shipping

As previously mentioned, the registration of the declaration for exports shipping is what initiates the export process. When this document is formulated, the system will reuse the data and information of the exports registration previously obtained.

In some specific cases, the shipping is made through a Simplified Export Declaration. If such happens, the export registration is dismissed.

Confirmation of the cargo presence

In this stage the presence of the cargo must be confirmed by the depository at a bonded warehouse, or by the exporter at a non-bonded location.

Receiving of the documents

After the presence of the cargo has been confirmed, the receiving of the shipping documents will occur. In this step, the exporter must deliver the instruction documents of the shipping and register the procedure on the system.

Parametrization

Once the instruction documents of the shipping have been received, it is necessary to work on the parametrization, which is the selection of one of the channels available for customs conference. These channels are divided into green, orange and red:

  • Green channel: There is no need to present the document examination or to verify the good. The customs clearance is made automatically by Siscomex;
  • Orange channel: The document is examined, but there is no verification of the goods;
  • Red channel: Both documents and goods are examined.

If your good was selected to the orange or red channels, it will be examined by the IRF inspectors. If the documents were selected to the orange channel, the inspector will examine if the information presented at the registration of the export declaration matches the export declaration and the information presented on the instruction documents.

In case the shipping was selected to the red channel, the inspector will examine the documents and the goods. The customs clearance will be registered on the system by the inspector in charge.

Registration of shipping data

The transporter will register the shipping data as soon as the good has been shipped abroad. This registration will be based on the documents issued by the transporter.

Shipping registration

The registration is the final step of the export process and consists of the confirmation of the shipping, made by customs supervision. As soon as the shipping has been confirmed and the transporter has provided the registration of all required data, the registration will be made on the system.

Once the shipping information has been registered and if the data provided by the transporter matches the ones that were registered on the registration of the export declaration and on the declaration itself, the registration will be made automatically by the system.

If the provided information does not match, the customhouse will perform the manual registration, which is to analyze the presented documents and compare them to the ones presented on customs clearance and on the moment of shipping.
