The figure mentioned has increased significantly since July 2010. I am not sure about the exact number, but it is considered a fact that there are now more mobile phones than people in Brazil. Thus a qualified guess would be +200 million mobile phones.

By July 2010 there were 187 million mobile phones registered in Brazil. Out of these phones, 82.22% were registered on prepaid calling plans.
