I want to visit Brazil

I would like to visit Brazil, but I need a permission from the ministry.

How can I get it?

Visit the Brazilian embassy in your country and check the procedures applied, specially regarding reciprocity.

If you're coming from a country that does requires a visa for Brazilians, then you don't need a visa to come here as a tourist as well.

There are ten different types of Visa in Brazil, but I assume that you are interested in a tourist visa, correct? As you can see in the link above, if you are an american citizen, you'll need a tourist visa.
