I would like to visit Brazil, but I need a permission from the ministry.

Visit the Brazilian embassy in your country and check the procedures applied, specially regarding reciprocity.

If you're coming from a country that does requires a visa for Brazilians, then you don't need a visa to come here as a tourist as well.

You may check at this website all visa requirements in Brazil by country:

http://chicago.itamaraty.gov.br/en-us/visa_requirements_by_country.xml

There are ten different types of Visa in Brazil, but I assume that you are interested in a tourist visa, correct? As you can see in the link above, if you are an american citizen, you'll need a tourist visa.

You can check more information regarding the tourist visa requirements at this link: http://roterda.itamaraty.gov.br/en-us/vitur_-_tourists.xml
