How do I find the tax laws on importing assets for adverting?

I understand (vaguely) that there is a import tax required on importing assets such as airing a TV spot, and that it varies between media types (print, digital, web videos, etc.) and that the law changes often.

How can I find out about this import tax and stay on top of the updated changes?
