Is the IPI tax on imported goods treated like the ICMS and charged to the consumer, or is it recoverable only at the importer?

I have read that the Federal Excise tax is recoverable, that it is a federal vat tax. If it is truly a federal vat tax, does this mean that the tax is to be treated like the ICMS and recoverable throughout the chain to the ultimate consumer?
