Is there a required Brazilian/foreigner ratio at the workplace when a Brazilian company submits an application for a Temporary Work Visa for a foreigner?

Article 352 states that companies with 3 or more employees, must have two-thirds Brazilians.
Brazilians are defined as Brazilian citizens and foreign who have lived in Brazil for more than 10 years, and have a Brazilian spouse or child.
