Submit bids to the Government on my company's behalf?

My company provides access to a digital library for IT professionals that contains books/videos but it is all digital. Our product is not tangible in any way shape or form and the licenses that we sell merely give users an account and login information.

There is significant interest in our services within the Brazilian Government however our efforts to do business have been thwarted repeatedly as we need a physical address in Brazil in order to submit bids to the government and for them to purchase from us.

Can an organization act on our behalf to be that physical address for us?
