The use of airport facilities and services can present many fees that guarantee the good functioning of these services. In this article you are going to learn more about what these fees represent and how they are applied.

There are over 10 different fees charged either to the passenger, the airline and even in the case of a shipment, the consignee. They are administered by Infraero, a government owned company, responsible for the management of the main airports in Brazil.

Infraero’s Role

Infraero stands for Brazilian Airport Infrastructure Company and it receives the fees paid for services rendered through airport fees created by law. Infraero is responsible for the administration of a total of 66 airports such as Congonhas in São Paulo, Santos Dumont in Rio de Janeiro and in other capitals like Salvador, Recife, Fortaleza and Manaus, handling more than 180 million passengers per year.

The reason for the recent increase in these fees is due to the privatization of six airports - Guarulhos, Galeão, Brasília, Viracopos, Confins and Natal - leading to the loss of some of its most profitable airports. This has led to the situation where the previous balance between airports, where the most profitable terminals help sustain the smaller airports has been broken.

Airport Fees in Brazil

Airport fees can vary depending on the airport category- first, second, third or fourth which is defined by the provision of services offered. Airport categories can be checked here. Fees can also depend on whether the flights are domestic or international.

Other determinant factors can also influence the price of these fees. The maximum takeoff weight or MTOW can reflect on the landing fee, for example. The fee is applied by taking the number of extended hours and multiplying it by the fee rate of staying in taxi area.

Ataero

Ataero is a percentage, 35,9%, applied to the fee for domestic and international boarding and fees for the use of air navigation aids and telecommunications. The funds raised are for the improvement of airport infrastructure. For several years, however, there have been discussions, which are still ongoing, about whether to scrap this fee..

Airport Fees for Passengers

Boarding Fee
The boarding fees assist with the costs of running the services and facilities available in passenger terminals, like the loading and unloading of luggage and guidance and safety for passengers. It is charged by the airline before boarding and the cost varies depending on whether the flight is domestic or international and also the airport category. The Ataero percentage is applied to this fee as follows;

Airport and air navigation fees paid by the airline or aircraft operator

Landing Fee - TPO
This fee refers to the cost of services and facilities provided for landing operations, taxiing and aircraft remaining on the runway for up to three hours after landing. This fee needs to be multiplied by the MTOW as follows;

Aeroplane Parking Fees
The aeroplane parking fees assist with the running costs of the services and facilities available on the runway, the taxiing area and costs associated with stays longer than three hours. This fee needs to be multiplied by the MTOW and the number of hours the aeroplane is staying. It is payable by the owner or operator of the aircraft, the rate consists of;

Connection Fee
The connection fee assists with the costs for the use of new and existing facilities in the passenger terminals and is payable by the owner or operator of the aircraft. Charged according to the number of passengers who are catching inter connecting flights.

Use of Communications and Air Navigation Aid Fee - TAN
This fees goes towards the services and facilities available to airlines for support and security of the air navigation provided by the Air Force Command of Infraero. It is fixed depending on the service regions and flight nature, domestic or international.

Use of Communications for Air Navigation in Approach Control Area - TAT APP
This fee pays for the use of services, facilities and support for aeroplane control and the control tower when the plane is approaching. The fee depends on the classification of the airfield and is established specifically for the visual, radio and communication aids available in the air traffic control tower. This classification can be found here, on page 8.

Use of Communications for Air Navigation in Aerodrome Control Area - TAT ADR
This fees assists with the costs of running services, facilities and support in landing or takeoff operation at classified airfields.

Airport fees paid by the consignee: importer or exporter of the load

Storage Fee of Imported Cargo
This fee is applied to the storage, custody and control of goods in air cargo warehouses at airports. It is applied as a percentage on CIF according to how many days it is in storage.

Up to 2 working days: 0,55%
Between 3 to 5 working days: 1,10%
Between 6 to 10 working days: 1,65%
Between 11 to 20 working days: 3,30%

For every 10 working days that the goods are kept in storage, beyond the fourth day, there is and addition of 1,65% on the value for example if you stay between 3-5 working days you pay 1,10% plus an additional 1,65%.

Wharfage on Imported Goods
Wharfage is applied to the transportation and handling of goods. Cumulative to the values stated above, a new fee is charged with a minimum of BRL 10. The rate is calculated by BRL 0.0358 for every kilo of the goods weight. Ataero is not included.

Other cumulative fees are applied to the wharfage and storage of goods depending on the place they are located, how it is been transported, the value of the goods and if it is intended for exportation.
