RNE is a very important document for foreigners in Brazil and is issued by the Brazilian Federal Police as it’s explained in this article.

RNE is one of the most important documents that foreigners staying in Brazil must be present, because works as a Brazilian identification card for foreigners. The document is requested very often, for such things as opening bank accounts or to show immigration authorities when the foreigner enters or leaves the country.

The document is issued by the Polícia Federal (Federal Police), and could also be referred to as Carteira de Identidade de Estrangeiro or CIE (Foreign Identity Card). All foreigners that have a permanent, temporary or asylum visa must apply for a RNE within 30 days of their arrival in the country.

Important Information for Renewal

The RNE has an expiry period, being valid for nine years. The applications for this document renewal must be made 90 days before the expiration of the document, under penalty of a fine if this period wasn’t respected (165,55 BRL).

Foreign holders of permanent visas, who have participated in previous re-registration and who had completed 60 years old before the expiration date of the note or who are disabled are exempt from the replacement of RNE, even after expiration.

Procedures for RNE Issuance or Renewal

The process for issuance or renewal of RNE is only done in person at the nearest Federal Police Department of the applicant's residence. To apply for a RNA, the foreign must filled the electronic form available in the option “Requerer Registro/Renovação” (Require Registry/Renewal) then print it.

After that, the individual can schedule a date and a time to go to a Federal Police Department unit. This can be done through an online tool available on the Federal Police Department's website or they can simply go to the Federal Police Department with all documents requested in hand. It is recommended that all personal documents and proof of address be turned in in-person.

Documents Required and Copies

The document that must be presented by foreigners to the Federal Police, depends on the legal protection that the foreigner has to stay legally in Brazil. However, in general, the documents required for RNA issuance or renewal are:

  • Valid travel document: An identity card can be presented for foreigners from Argentina, Uruguay, Paraguay, Chile, Bolivia, Peru and Colombia. For other nationalities, the foreigner must present original and photocopy of passport pages used which may be authenticated by the Notary Office or by an employee of the Federal Police Department (DPF).
  • Obtained Consular Visa and original visa application form.
  • In the case of obtained permanence in Brazil, a copy of the Official Gazette (DOU) where the granting of residence was published: A personal document must also be presented stating membership, such as a consular registration, for example.
  • Two recent photos: In 3x4 format, colored and with a white background.
  • Payment of the required fees: pay the corresponding fee at any bank, lottery shops and post offices:
  1. Fee for RNA (first issuance): 123.24 BRL
  2. Fee for RNA renewal: 64.58 BRL
