The DPC is a tax levied upon companies that provide services related to maritime, waterway or lake administration.

The contribution is paid by both private and public companies that provide services like dredging, administration and operation of ports. The funds collected from these contributions are intended to finance activities related to maritime training which, are managed by the Directorate of Ports and Coasts.

The Directorate of Ports and Coasts is an agency that reports to the Ministry of the Navy.
