Certificate of Origin for Sugar

How can I get a certificate of origin under Regulation EC NO. 891/2009 from the MEDIC - DECEX, Before the payment for sugar to the supplier in Brazil.

If supplier gives a CERTIFICATE OF ORIGIN before the payment, it gives a clear confident to buyer about the sugar supply under preferential trade agreement BETWEEN EU - BRAZIL.
